2009 IBC Section 305.2 Dau care. This section reads ” The use of a building or structure, or portion thereof, for educational, supervision or personal care services for more than five children older than 2-1/2 years of age, shall be classified as a Group E occupancy.

I am working with a church congregation on the design of a 12,000 sf daycare addition to a chuch/school combination. The school is kindergarten through 8th grade. The daycare facility would have children under the age of 2 up to the age of 4. According to the 2006 IBC this facility would be considered an I-4 and would need to be sprinkled. But, I read that the 2010 IBC has changed the occupany to an “E” as long as there are two exits and one of the exits leads directly to the outside and the center can not have more than 100 children and thus it would NOT have to be sprinkled. Is this the correct interpretation of the 2010 IBC changes or am I misinformed?
