The Missing Metric in America’s Housing Crisis

Why Measuring Housing Utilization May Be as Important as Building More Homes

Every infrastructure system has two fundamental measurements: capacity and utilization.

Transportation engineers don’t simply count miles of roadway. They measure how many vehicles actually use those roads. Electric utilities don’t just calculate generating capacity. They monitor electrical demand throughout the day. Hotels track occupancy. Airlines measure load factors. Manufacturers monitor factory utilization before deciding whether to build another plant.

Engineers instinctively understand that capacity tells only half the story. Utilization reveals whether an existing system is performing efficiently and where additional investment will have the greatest impact.

Housing, however, is different.

Nearly every discussion about housing affordability begins with the same question: How many more homes do we need to build? It is an important question, and in many communities the answer is “a lot.” America faces a genuine housing shortage, and increasing supply must remain a central part of any long-term solution.

While researching housing affordability, however, I found myself asking a different question. As an architect and engineer, it seemed almost impossible to ignore.

How efficiently are we using the housing we already have?

Surprisingly, that question is rarely asked.

The more I looked, the more I realized that our housing debate focuses almost entirely on expanding capacity. We count housing units, estimate future demand, forecast construction needs, and debate zoning policies. Yet we spend remarkably little time measuring utilization. In almost every other industry, that would be considered a significant analytical blind spot.

Millions of children share bedrooms with siblings. College students routinely share rooms. Married couples almost always do. Military personnel have done so for generations. Around the world, multigenerational households remain common.

At some point, however, American housing expectations changed. Privacy became more attainable, homes became larger, and one-person households became increasingly common. None of those changes are inherently negative. In fact, they reflect higher living standards and greater personal choice.

However, they also create more households.

That distinction matters because housing demand follows households, not population. Two people living together create one household. The same two people living separately create two households. Nothing changes about the population, but demand for housing doubles.

Viewed through that lens, the housing conversation begins to look different.

Perhaps America’s housing challenge is not simply a question of supply. Perhaps it is also a question of utilization.

This is not an argument against building more housing. Quite the opposite. America needs millions of additional homes, particularly in regions where employment growth has outpaced residential construction. Nevertheless, increasing supply and improving utilization are not competing strategies. They are complementary ones. Engineers routinely evaluate both before recommending major investments. Housing policy should do the same.

Imagine two identical cities, each with one hundred thousand two-bedroom apartments. In one city, every apartment houses a single resident. In the other, each apartment houses two adults. The buildings, streets, utilities, and infrastructure are identical. Only utilization differs. Yet one community effectively houses twice as many people.

Real life is obviously more complicated. Families have different needs. Privacy matters. Disabilities, work schedules, caregiving responsibilities, and personal preferences all influence how people choose to live. No one should be forced to share housing. That is not the point.

The point is that we have never seriously attempted to measure how efficiently our existing housing stock serves the population. And how changes in American lifestyle and living expectations has dramatically influenced this over time.

Imagine discussing airport expansion without knowing how full airplanes actually are. Imagine designing a water treatment plant without measuring demand. Those approaches would seem radically incomplete. Yet housing policy rarely includes comparable utilization metrics.

What might those metrics look like?

Researchers could track average persons per housing unit, average persons per bedroom, the prevalence of single-occupant households, the number of unused bedrooms within occupied homes, and the potential capacity of accessory dwelling units or other shared housing arrangements. None of these measures would replace traditional housing statistics. Instead, they would complement them by providing a fuller understanding of how America’s housing system actually functions.

Better measurements do not guarantee better policy, but they almost always produce better decisions.

Today, the national conversation focuses primarily on how many homes America should build. That discussion should continue. At the same time, policymakers, researchers, and practitioners should begin asking another question that has received surprisingly little attention. And the design community can respond with home and rental unit designs that engender higher utilization.

How efficiently are we using the homes and rental units we already have?

No engineer would recommend expanding capacity without first measuring utilization. Housing should be no different.

We propose a new metric that estimates Effective Housing Capacity (EHC). EHC is the people-equivalent capacity of the occupied housing stock under a stated benchmark.

So EHC = Σ (Modeled Capacity of Every Occupied Housing Unit)

Effective Housing Capacity answers the fundamental question: Given today’s households, how many people could the existing housing stock reasonably support under a defined occupancy benchmark?

Then, we can evaluate a Housing Utilization Index (HUI). This is simply the population divided by EHC. Which tells us how much of the modeled capacity is currently in use.

The data is there, we just have to look at it differently.
